I think its because you've been using your eyes, for a long period of time, and so your eyes get over stressed, and the pressure, of over working them results in getting bags under your eyes.
Like if you was walking all the time, you'd get swallon ankles e.g

it amuses me that yahoo must have selected fashion/accesories as the category for this question...
it's not like you get Gucci bags under your eyes otherwise i'm sure no one would be too bothered!! LOL
but as for my real answer i'm afraid i don't know, however Boots sell a great product for reducing bags and dark circles under your eyes!

Because the eyebag fairy comes and punches you in the eye while you're sleeping. hard enough to leave a mark, just soft enough to not wake you up.
