Yes, unfortunately they do. And regardless of the internal intentions of the user, a person can invite unwanted or evil spirits into their home simply by the act of using a ouija board (it opens up doors).
Some people claim that you can "cleanse" yourself or your house before using one so you can "be safe." This is just a deception allowed by whatever evil spirit with which you are corresponding in order to draw someone even deeper into becoming fascinated with the ouija board. You are not in control. Ever. Clairvoyants cannot help. Prayers before and after cannot help (this is because God will not protect an act which is inherently evil--for example, would God ever bless a murder? Of course not!). And cleansings don't help either. The demon or evil spirit wants you to feel as though you do have some control in the beginning, because the more you use the ouija board, the more power is given to the spirit or demon in your life. Once enough power is attained, the demon will remove the deception from the person, and he or she will see that he/she has absolutely no control over what happens ("any more"). Don't fall for it. Stay away---very FAR away--from ouija boards. It's not even adviseable to be in the same building as anyone who uses one. Entire families have been affected by just one or two children "playing around" with one. God wants better for you.
If you are interested, just search for past Yahoo! resolved questions about the ouija boards and read scores and scores of terrifying stories about ouija boards. They are absolutely evil in the very real sense of the origin of evil.

If done properly, I believe they can work. I have never messed with one myself, but my dad has and many strange things happened to him when he did. Also, I've had friends who have dealt with them and have had scary experiences, hence the reason I have never dealt with one myself. I have enough situations with the supernatural. =) If you're wanting to mess with you, whether you believe or not, be very careful and NEVER invite anyone you talk to over it. Ever.
And as for why they are not illegal? I would guess because:
A) the makers don't believe they work either, B) people buy them despite what can happen, and C) it's a "use at your own risk" thing anyway, they can't be held responsible for any possessions or hauntings that may occur. That would look pretty silly in court to most people anyway ;)

It depends on what you mean by "work". In experiments where the two people touching the cursor were blindfolded (and consequently unable to see where the letters were) the letters spelled out gibberish. Clearly there is no ghostly 3rd party involved and the cursor is moved by the people whose hands are touching it, however inadvertently. I think they are neat games, and fun ways to delve into our subconscious minds, but I don't believe they are occult. I have had some funny experiences with them, and interesting things have been "revealed", but nothing that could not be explained.

It doesn't work, but even if it did you can't take something off the market unless there is justified reason to do so - like someone's death resulting in the use of the game. (Which has never happened to my knowledge.) I have actually sat in a circle of friends and used one - nothing happened.

I have used one... I made it with my brother and it DID work... I bought one but I am nervous to use it. I have heard some stories about people using them and I am a Wiccan. I want to cleanse my house before I use it. After I do I will tell you what happens.

its just as game and its not the board that makes it work...it's the people using it...if they beleive that it works than it does...if you don't really believe in it...it's most likely not to work.

no they do not work.
"paranormal" stuff only happens in your mind. they can be creepy if everyone thinks they work, but that's because people creep themselves out. there is no such thing as ghosts and spirits.
