You don't say how old you are, but it's really very common for it to stay tight until your mid-teens. If you are old enough for it to be a problem, then you have alternatives such as stretching exercises, creams to rub on the area to loosen it, or minor surgery. Circumcision is almost never necessary and should be avoided. Some people say it is easier to pull back while taking a warm tub bath.
Talk to your doctor or even to an older brother or other uncircumcised male relative or friend a few years older than you, and they can probably tell you what they did to loosen it. Good luck.

If it is really, really tight don't pull it back completely as it may get stuck behind the rim of the glans, restricting the blood flow and this is both painful and dangerous. You would need to go v quick to Accident and Emergency probably for an emergency circumcision.
You can try over time to stretch the foreskin by pulling it back a little further each time - possibly helped by some creams - but you may need to get these from your GP.
Alternative is to consider either a planned partial or full circumcision. Discuss with your GP and they may, if they agree, refer you to a urologist. Don't believe all the anti or pro circumcision stuff you hear - you will need to discuss with your doc and make up your own mind as to what is best for you.

Use more force. That is the only way. The hard part is pulling it back up. Have to do it very often, so it will become looser..
