Not sure exactly what you are asking. Disney has patents, copyrights, and all sorts of legal ramifications could follow if you get caught using their stuff illegally...especially if you try to make money off of it.
However, if you just want to post a picture or two on your site, no problems, they won't come after you for that. Hope this helps.

It couldn't be a web site or you'll be sued for copyright infirngment, however you could make a web page like on myspace or yahoo 360. Look up on google myspace page layouts, codes, etc. and you can create any themed layout you want, many already predone, including many varieties of Disney.

To make a website you have to know HTML. If you just want to display pictures etc. and not code that you can use free services provided over the interrnet to make websites. Here are some free services for website hosting/designing.
