Not sure how insurance works in Northern Ireland but if its like England and the rest of the UK, then you should be looking at insurance group of car, not the engine size, the engine size influences the group, but also take into account safety features and security features.
How old are you looking to car? Fiat once made a car that was 750cc called the panda/Uno. But you wouldn't want one in a crash.
If you're looking at a new car or within the last 5 years or so I'd go with something like a citreon or something french or a Kia, they're usually very cheap to insure. As a general most of the newer cars start at 1000cc, or just under. But if you hell-bent on a tiny engine, then look at the smart cars which I think are like 800cc, but top speed of 88MPH and if you crash, the passenger has the engine where their legs once were!
I'm currently driving a 1L yarisand great little nippy cars for round town, but insurance group 2 - Still very cheap for a learner though

i am in n ireland and you should be asking about insurance groups rather than just engine size. I had a dihatsu dominoe which was only 650 cc but was still ins group 6, I currently have a fiat punto 1200 cc and is only group 2-3.

Mitsubishi Icar is a 600cc, 12-valve, 3-cylinder car with a 4-speed auto gearbox. thats one of the nicest small cars but really lowest on average is just a 1L -1000cc.

I think Fiat made a 500cc Cinquecento? I think
Also I remember a friends 1st car was a two cylinder thing ran with 2 coils so was possible to fire up in reverse 1 fwd gear and 4 reverse, think it was a NSG not sure though, that thing was so slo must of been about 5oocc

Well the Daewoo Matiz ranges up from 0.8l upwards and there is also the robin reliant which has only 0.65l
