I think you're looking at it with too narrow of a perspective. This phase of our existence (between our birth and our death) is basically like the second act of a three-act play. After this life our spirits will continue to live and we will be resurrected. At that time, we will be judged and have the opportunity to live in the presence of God the Father and Jesus Christ forever, if we are worthy. Obviously, little children who grow up in sad circumstances like the ones you've mentioned in your question and who die very young are not capable of sinning. God doesn't condemn us because of our circumstances; he judges us on what we did with the opportunities we had. Children in Africa who starve to death while they are still young will be saved. People who didn't have the opportunity to learn about Christ in this life will have the opportunity to accept Him later. In answer to your question, it's the justice of God that makes it possible for people to be saved in spite of their circumstances.
