I looked around quite a bit - there is no batsman who has an average higher than Tendulkar in ODIs. But you aren't looking for a batsman, aren't you? The answer is possibly, India's best ever batswoman:

No other Indian Cricketer has better batting average in One Day Internationals better than her average.
In the Men Cricket Team, Sachin Tendulkar has got the best
batting average of 44.05 and strike rate of 85.49

you're incorrect on the two counts! Smith & Hussey are authentic ranked in ODI & attempt cricket respectively, & became it no longer Sachin who instigated the 'shall we take our bat & ball & pass domicile' corporation while Harbhajan became reported for racial abuse?
