Very difficult to answer, as there isn't even one answer in the US. It so much depends on definition. Literally without a home? What about a "shelter" that is not generally accepted as a home (car, barn, stable, empty commercial building)? Has an emergency shelter and a bed for that night? (Some questionairres on homelessness do not consider you homeless if you have a bed that evening--never mind after that). What about a home with serious code violations that is not safe for occupancy? Believe me, even HUD has contradictory ways of counting homeless for different programs. So how difficult is it to count homelessness around the world? We don't even have one count for the US (BTW, the census definition of persons on the street is discounted as useless by most homeless service providers).
