Yes, There are TONS of places out there to get a free website. Even yahoo has Geocities. Personally I suggest www.freeservers.com. If you dont have alot of experence I would go with one of those. They feature and easy builder. I hope that this helps!

Your school might just have Creative Writer. It's a pain the butt and a bit childish, but it's quite possible. Not sure where you could publish it, though.
If you just want a layout, might I suggest using Powerpoint. You can create a document with links and pages and whatnot, but you don't have to endure ads upon ads on sites like Tripod or Lycos. Not to mention, you don't even have to get on the internet to present it!
My brother made a "web page" on Power Point for a Solar System project when he was in 8th grade. He made a pretty good grade, actually!

No, really. It's really straightforward. A little tricky on the advanced stuff. But for basic HTML and script, you shouldn't have a problem.

Go to yahoo geocities. A basic site can be put up within 10 minutes. It is very basic and very easy, even if you do the html way.

its sort of free hosting, but you are limited to a subdomain on googlepages & geo has ads on your website - otherwise I would use http://www.interkeys.com/tophosts to get one for a few bucks a month with 500 GIG bandwidth and the rich with features
its up to you how developed a site you want and if you want to use your own domain name
