possibly a faulty neutral wire,
also fuse number 4 is for indicators this is also power for tacho & neutral bulb & oil warning bulb orange green wire,
its also feed to horn
black white is the neg feed

Make sure the gauges are pluged in and the connector is making a good connection.
As for the neutral light, it might just be a burned out bulb. Open the gauges and switch the bulb with another one.
