More accurately you might ask, why does it always rain in Seattle. I live on the east side of Washington state and we do not have the incessant rain here that they do in Seattle. The prevailing eastern/northeastern jet stream seems to like to land any storm in the Seattle area. Most of the storms don't make it over the Cascade mountains, protecting Eastern Washington from the soggy weather.

btw, it may be a democratic issue...Eastern Washington is predominately Republican

Our typical western jet-stream off the Pacific Ocean brings a mixture of high and low weather fronts that converge over Western Washington and Oregon, slamming into the Cascade mountains. When the fronts have a combination or pockets of moisture, warm air, and cold air, water releases known as rain.

Much like some of the other responses, the rain is very different from other parts of the United States. Usually a light sprinkle/drizzle vs. sudden downpours of the mid-west/eastern areas of the US. We usually ask mother nature to release the valve (rain) when Californians move up here and jack up the real estate prices (more of a local joke). In terms of minimal rain, the best time of year for weather in western Washington is from May - October.

There is a reason it's called the Evergreen State. Actually, annually Florida gets more rain than Washington does. I should know I lived in Tacoma for 20 years and now in Florida for the last two. Pretty wet here too.

Well, there's this REALLY big puddle of water to our west called the "Pacific Ocean." Water from the Pacific is picked up by the air, which comes onshore and promptly hits the western slope of the Cascade Mountains. The air is forced upward, and becomes colder very quickly, causing the air to lose its capacity to hold water; the water falls as rain or snow, and Seattle gets its reputation for being rainy!

It isn't always raining. Just the winter/spring months. It doesn't hardly rain at all in the summer and early fall.
