My 12 year old daughter is a HUGE, HUGE fan of Hilary Duff, Lindsay Lohan and Carrie Underwood. I've went on Ebay and looked at the autographed pics on there, but I'm always afraid they're not really authentic, and I can't afford some of the prices they want for them.
It would thrill her to have an autograph, but is there any legit way to get one without paying for it? She's already written fan letters to them asking for one, but of course no response.

You can ask for the autograph your self. I never understood why one would pay for an autograph? especially if you personally didn't ask for it.
Tell her to keep writing letters eventually she may get something.
Free it's rare anything is free these days!
This is a life learning experience for your daughter. Can't have everything.

GOOGLE. for example you put hilary duff pictures and you get a thousand opf ppictures. I am hilary's biggest fans I i reallyyyyyyyyyyyy loveeeeeeeeeeeeee herrrrrrrrrrrrrr too.

only when you meet them, the other way is for you to pay them to send it to you on their website..
when hilary is having a tour or concert you can take your daughter there
