It is Leonardo's excellent technique of heavily shaded painting of a woman with a mystic smile, which brougt universal fame to the portrait of Monalisa. Surely the model was a woman whose name was La Gloconda of Paris.

It's possible, but I'm not sure I'd call someone an "expert" in the Mona Lisa if he's never been granted access to the thing. Sounds to me like he decided to come up with a controversial claim in order to get media attention for himself and his committee. A higher public profile tends to lead to better funding and more influence, even if it was originally based on something spurious.

The only mystery is, why the man painted a picture of this image.and only the artist knows for sure.

It was a male model. Typically during the time of the painting and before, men were the models used even for the paintings of females. That's why in so many older paintings the women look real butch.
