Depends on your tastes. It is hard to lock down a "one best restaurant".
I am biased but think Minneapolis MN and Miami FL have outstanding restaurant industries. Minneapolis because of the large number of educated people and the geographic area (food tends move from the coasts thus Minneapolis tends to capitalize on several food tends at once). Miami for the multi-cultural aspects.
