This question can only be answered after a thorough definition of "wet". In this article (below) it's described as how cool it makes you feel as well as its absorption into another material.
Soap will make water absorb faster into into other materials by changing the composition of its surface into a more permeable one, and salt is something you can add to the water to lower its freezing point, if you really wanted to make it colder. I don't see why you would, but there it is.

I also just found this article about how GMX created something that claims to make wetter water by magnetization.

Not awake enough yet for this one. Making water wetter ( used to think was a joke) is used in Hard Soil areas, Using a Soap mix in it. May have missed the question but thats my guess. Add some dish soap and it gets wetter.

If I remember right from my college chemistry course (many years ago), the instructor said hydrogen peroxide (H2O2) is "wetter water".
