No. We need to get away from the Income tax and do a national sales tax. It is the only truly fair way to tax people. An no, it won't hurt the "poor" unfairly. ALL 50 states have a sales tax because it is fair, and easy to manage. Why can't the federal government learn from the states?
Income taxes give the government the ability to track every single person in the country. Sales tax means they would only have information on businesses.
Income tax steals money regardless of each individuals condition. For example: with an income tax if you have a bad month (roof leaks, car breaks, etc.) your money has already been stolen, so you can't use it to recover. With a sales tax, you keep your money, and if you have a bad month, you can curb your spending, thus keeping more of your money to recover from the bad month.
Income tax is a horrible idea under every circumstance and I curse the person that every came up with the idea.

Flat income tax has been proposed for many many years.
The reason that some oppose it is because it is a regressive tax.
What is a regressive tax? I'm glad you asked!
A regressive tax is a tax that puts more burden on someone with lower income. Sales taxes are regressive. Why, because when you make 20,000 a year, most of it is spent to live. Food, cars, clothing, rent or housing. You have very little to save. Therefore if 15,000 of your 20,000 a year was spent on taxable items you would be paying a tax on 15,000 but that 15,000 represents 75 percent of your gross income.
If someone else made 200,000 a year, and spent 60,000 a year on taxable items and saved the rest then they are only pay taxes on 30 percent of their gross income. EVEN THOUGH THE TAX RATE IS THE SAME, THE PERSON WITH THE LOWER INCOME PAYS A HIGHER PERCENTAGE OF INCOME INTO TAXES.
Now, if you set a REASONABLE, level of exemption per person, and then had a flat income tax, that would work and not be regressive. I believe Steven Forbes, argues that you could have a flat tax rate of 17 percent or less. Of course to work, you would need to eliminate almost all tax breaks.....not that that is a bad thing unless you are a CPA or tax attorney! LOL

I believe that an evenly divided across the board tax would benefit everyone and save the USA a ton of money in IRS services.
