It's all run by a shadowy consortium of international masterminds, who assign IP numbers in their idle moments, when they're not busy planning world domination.
These are the same people responsible for the microchip in your head, Area 51, fluoridation of the water supply, V-chips, the tiny cameras that spy on you in the bath, swine flu, the Kennedy and Diana assassinations, and Daylight Saving.
Oh, no, wait a minute, that's the OTHER guys...
Wide-area IP numbers come from ICANN .. the
"Internet Corporation for Assigned Names and Numbers"... a non-profit bunch who live in Marina Del Rey, California (no wonder they don't make a profit!)... local area numbers come from your network administrator, or the router just hands them out for free.
... although there are moves to hand the task over to an international group, rather than let one country have all the fun.

What part of IP addressing?
If you have a home network, you control the IP addresses of the computers on your network. You either assign them manual in the network properties, or set your router to assign them automatically.
If you mean the IP address of your cable or DSL modem, that is assigned by your ISP from a poolof addresses they own.
If you mean the IP address of a web site, those are control by ICANN, an international group that assigns and registers web sites.

Definitely not you ;).
You ISP gives you your IP, DNS server assigns a free one for you. Or if you have a static IP - then it's there always ready for ya.
