Both Outback Steakhouse and Chilli's seems to like to go to smaller towns and markets and develop themselves early.

Also, while it's not a big restaurant, I've noticed Starbucks has now started expanding in smaller towns.

I would try a sweet tomatoes or a chevys. they are very popular but also serve good food. However, it may be a high starting price.
