Windex and black & white newspaper.

Any type of amonia based glass cleaner sprayed on and rubbed dry with black & white (and even color) newspaper leaves streak free windows.
It's AMAZING!

I am a car detailer for many large autodealers. the best way to clean your windows without streaks is to start, use an alcohol based window cleaner. If if doesnt say "with amonia" then it is most likely alcohol based. 2nd use TWO towels. paper towels or newspaper is best. It doesn't take alot of window cleaner. Less is more Unless you smoke in your car. use the first towel to clean. Then use the second dry towel to remove streaks. Perfect windows Everytime .

Vinegar works well using newspaper as suggested by others. I discovered something new this weekend, microfiber cleaning cloths. It's like a miracle, they don't streak and you don't need any cleaning fluids. Just dampen and wipe.

It depends on weather too, also what kind of stuff you use to clean with, not the liquid but the wiping part like the cloth or paper towel sometimes it triggs the streaks along the windows. Best way to handle it, if cold outside, use cool temperature, if hot outside, use warmer temperature.
