i heard someone call another person flaky. i've heard someone say it before but never knew what they meant by it. what does that mean?

I've heard it used two different ways. One way is to refer to someone who backs out of engagements or is always late. The other is someone who is kind of airheaded and unaware of what is happening around them.

Flaky means unreliable. Like, not keeping their mind made, hopping from one thing to another and not really caring about things.
