I think, as do a lot of others, that he'll announce a troop buildup and wants to wait until after the holidays.

If you say it's a sneaky or cynical move I won't argue with you.

I think this announcement should have come at least a year or so sooner.

If you are willing to give him time maybe he'll have an idea.
Or his yes men may have one.

The problem I suspect he's running into is that there is no way out of the box he and the staff there have created. The only answer (as I see it) is to leave, or send in a lot more troops.

The latter has a problem in that there is only so many combat troops to send and you can't keep them there forever.
The leave part, who knows what would happen the whole area could turn in to an even bigger mess.

History will record this "war" as one of the biggest screw ups ever.

I am pretty sure he desparately wants to embrace the new plan right away. But doing so would confirm his lack of any earlier plan for Iraq. he wants to look as if he is weighing the new plan with current plan (though there is no such thing as current plan).

More politically advantageous for him. He can then clearly define himself as Champion against the "liberal" congress, and try to tie his "stay the course" policy to the State of the Union. He is also allowing time and distance between the election and the "changes", and letting people get an emotinal high from the holidays...

Only problem is, every day he delays another bunch of GIs get killed or maimed.

A better question would be why has Bush waited four years before revealling his plan for Iraq?

We can still enjoy the thought of an end to the war while shopping for presents .
When he comes out with his plan we will see that the war will last till he leaves office .

They get $30,000.000/day selling 500,000 barrels of oil on the black market. The longer he waits to solve the problem, the more money they plunder. They have already stolen $30,000,000,000 worth since the occupation began.

Maybe they are still working on the "new" plan. Without sources about Bush waiting, well, that would be speculating.

I suspect he hasn't worked out all the details yet. I doubt he was prepared for the way support for the war has bottomed out.
