I have changed my address temporarily, but am getting my Social Security information to this address without being forwarded. Why does Social Security have this address instead of my permanent one.

Well, if you changed it at the Post Office (a government agency) - even temporarily - they will mail it directly to you. SS info can not be forwarded (identity theft), so SS will get your most current address from the post office and send things directly to you there until it goes to another address. . .

As far as I know, the IRS uses the social security information provided by you on your last tax form or on your current W4 form filed with your employer. What you do with your address for post office purposes is unaffected by it.
