The story is too big, too complicated and has too many characters for the (low) average audience to keep straight; it takes place over too long a time; some of the incidents happen simultaneously in multiple story arcs (thus confusing the low-average audience members); there's no way to summarize the plot in one or two sentences, nor to pitch the idea to a producer in two minutes, nor to put the idea across in a 30-second TV commercial; the special effects would be extensive and expensive, with no guarantee that the studio would make back their money; there isn't any widespread affection among the average public for the material; the books have been around for thirty years and nobody tried to make a movie version back when the story was a manageable size (and since it hasn't been done before, in Hollywood thinking it must be a bad idea); the best movies featuring dragons have all lost money, and the worst ones have cost their studios both money and prestige; there is no A-list director, producer, or star who wants to be attached to the project; the project is too big to be made independantly; there is no studio willing to invest enough money to do it right; it would alienate the fans of the series too much if they did it wrong; any big-budget production would have to be aimed at the (low) average action/adventure audience, necessarily losing the mood, intelligence and flavor of the material (and alienating the fans of the series); do I have to go on?
In short form: there's too many ways to do it wrong, and no incentive for Hollywood to try and do it right - would you rather have a lousy movie, or no movie at all?
(I beg you to think back to what David Lynch did to "Dune" before you answer that question.)

The series has multiple very complex characters and and the time frame spans decades. These would make for a massive undertaking to be accurate and true to form. And fans of the books would definitely be critical of any inconsistencies or changes.

Up until now they probably couldn't pull it off really really well, not to mention the whole stupid stigma of D&D and satanic rituals and devil worshipping. Give them time as you well know I am sure they have started some great strides in the advancement of computer graphic on movies and I am sure you will begin to see great and awesome movies being developed in the near future.
