It all depends on your definiton.
Define the following terms to suit your needs for your own arguments.
Drastically: Money, legislation, trade, what does this mean?
Cultural values: This is where the debate will be centered,. This could refer to human rights. This could refer to population control. I could refer to Tibet or Taiwan. Define this erm and define the debate.
Fully Developed: Probably refers to Developed nation status and that is not too importnat, but if you want to talk in terms of human rights, define it more as ethically or morally developed,
Good luck

Define fully developed. By whose standards? Remember, China is possibly the worlds oldest surviving culture. What the US considers "developed" the Chineese may envision as just another phase, as were all of the Dynasties before Communism flourished. We do not understand China or the Chineese mind, and so this is a poor approach to a debate topic.

In order for any communist nation, whether it be China, Cuba, or N. Korea to become fully developed, they will have to restructure first their political system to ensure that individual rights are preserved. When the government begins to honor people's right to seek the type of financial lifestyle befitting their own needs and desires, and pursue freely their right to practice religion, or whatever else their hearts desire, cultural change is imminent. In every industrialized nation around the world that honors people's rights first, those countries flourish. Culture and politics are always intertwined.

China will definitely have to change their political system, if not their cultural one. Why do you think I moved? They have a poorly developed government, which they lie is "the accurate representation of the will of the people." Not true.
