I live in Ventura County and have lots of extra newborn and 0-3 month stuff. I know about the salvation army and thrift shops in the area, but I was hoping to give to a person directly. Or to a charity that will give it to someone in need for free.

What about a women's shelter, or some type of program for pregnant women in need.

Contact your local churches, health department and homeless shelters.

first....are you totally done having kids??
if so, then i'd give them to a church or a shelter.
ask specifically if these will just be given out or if they will cahrge for them.
