There are a multiple of things that you can do depending on what you have. Give a little more info and you might get a much better reply. Assuming you have removed all spyware, malware, etc look at your hard drive. If it is a 5200 rpm type change to a 7800 rpm (and make sure you have enough free space for the swap file or paging file - depending on which OS you have). Add more memory. Add a better video card. Upgrade your CPU if it can handle an upgrade. Overclock it.

Use a software like CCleaner and optimize it.
Remove any spyware, malware, viruses.
Audit your startup programs and remove all unwanted.
If your motherboard allows. you can try to overclock. There are guides online for overclocking your CPU. (It's a long process full of trial and error) It requires good cooling if you want to push your computer to the limit.
Upgrading, memory, processor and hard drives can help too.
It all depends on your money.

Put it on some rails, and send it downhill with an airfoil and grease the tracks.
Seriously, we need info. Is it slow now? Do you want faster performance overall? Are your games running slow? Is your internet connection slow? Is your computer old? How old? Do you have money to spend on upgrades? Do you want to upgrade?
