In 1869 Lother Meyer, a German Scientist was first to point out that in general the properties of elements are periodic function of their atomic weights. It is in the same year the Russian scientist Dimitri Mendeleeff put forward his classical Periodic Law that made him immortal in the history of chemistry.

I could not correlate William Prout as suggested by Som with Classification of elements. As far as I know, the British physician and chemist Prout published his hypothesis that the relative atomic mass of every atom is an integral multiple of the mass of the hydrogen atom In 1815. The discovery of isotopes (atoms of the same element that have different masses) in the 20th century bore out his idea.
In 1827, Prout also became the first scientist to classify the components of food into the three major divisions -carbohydrates, fats, and proteins.
