The spokes on a wheel result in drag. The individual spokes have to cut through air when the wheel spins. If you have disk wheels, there is far less drag in the spinning wheel and you can go faster.

By the way, a tire is the rubber part on the rim. A wheel is the entire object. Cycles in the Olympics have disk wheels.
