try plugs and wires. after that fuel filter..How many miles?

More than likely you got moisture on the top of your fuel tank. possibly causing a short in your fuel pump. Most of the newer vehicles have an electric fuel pump mounted on top of the tank. The pump runs when the key is turned to on, even without starting it. By turning the key off and on several times it may be that the wiring or the pump itself needs to be replaced.

the first thing i would do if i were you,that would be is check for spark at the plugs,then check the gas filter,also see if you can get a fuel pump tester and hook it up to the fuel rail and test the fuel pump,also you say it wont start when it rains?then it could be drawing damp.when it doesnt start,try spraying some wd-40 in the dist.cap.

I believe you have water in your gas. Run a bottle of HEET in your gas tank with a full tank of gas with a bottle high octane booster and make sure the gas is premium grade.

Actually need more info,,,make, model, yr, engine....it could be any number of things that can go wrong such as plugs & wires, fuel pump, clogged filter,etc. etc...
