I'm not sure that there's a clear cut answer for that question. Campbell has hardly played and really can't be judged yet. Manning clearly has all the capabilities to be the best in that division and one of the best in the league. But he can't seem to keep it together on a regular basis...kinda streaky. Garcia is a has-been who has never really impressed me. Right now he's playing good but how long will it last? And Romo, while he has played a few more games, is in the same boat as Campbell. The verdict is still out. Clearly Romo has the ability and seems to be verge of breaking away from these other QBs.
If I had to put them in order, I would do so as follows:
1. Romo
2. Manning
3. Garcia
4. Campbell
As for the Idiot who responded "Michael Freaking Vick", try sticking to questions that you at least have half a clue about!!

This would be an easy question if Donovan Mcnabb was healthy.
Garcia didn't look good at all against The Skins and he'll have a big time problem this week in The Meadowlands. Romo has come back to earth the last two weeks against some decent teams (Giants, Saints). Jason Campbell's not even in the conversation. The last couple of weeks Eli Manning has played the best, throwing 5 TD's and 0INTS's against two decent defense in The Cowboys and The Panthers.
None of these QB's, mind you, really stand out as the best in the division.
To the guy who said Michael Vick LOL! You have a lot to learn. At least get the divisions right. Vick is the most overrated QB in football. I'll give him that much

McNabb (healthy) is the best in the NFC East. Then Manning, then Romo, then Campbell. I'm not giving Romo any props until he can do this for a full season.

Neither. Its Eli Manning.
Scoff if you will, but he's tied with his brother with 22 TD passes this year. And he's thrown 5 TDs and 0 picks in the last two games.
Romo has shown how bad he is in the last 2 games, and Garcia didnt win the game for Philly last week>> The Eagles D won it.
So please, its NOT a toss up between those 2.
