Depends on where you are and the mood of the Police officer pulling you over.
There are some places (Washington DC might be one of them) where running a yellow is considered the same thing as running a red light. This is due in part to people speeding through the yellows to beat the light.
In a situation like that, it doesn't matter where you are when the light turned red. If the officer saw you, he could ticket you.

It depends on what state you're in. In Calif. if your car is all the way into the intersection when it turns red, then you're good. Unless there's heavy traffic, if you're stuck stopped in the intersection, then they can cite you. Some states have different traffic laws. Also, even if you made the light on time, some cops will still cite you because they can. If you go to court to fight it, they might not show up and then you win. I've seen them show up when they were wrong and just lie to the judge. Usually the judge will believe them over you unless you can bring some convincing proof.

Technically your rear bumper must clear the intersection before the signal turns from yellow to red. Therefore any time in the intersection while the light is red is an offense and you can be pulled over and ticketed.

If you have not cleared the intersection completely by the time the light turns red, you can be cited for running a red light. So the correct answer is zero seconds. If you're in the intersection when the light is red, you're busted.

If the light turns red before you enter the intersection then you can be ticketed. The purpose of the yellow light is to give you those seconds to determine if you are going to stop or continue through.

You cannot get a legit ticket for running a yellow. Yellow means clear the darn intersection before it goes red. Notice I did NOT state that yellow means "punch it, it's gonna go red"

The officer can pull you over if you are in the intersection when it turns red. Cousin and two uncles are police officers and they said that if you are in the intersection when it is red then you can be pulled over.
