If he likes reading, ask him his best authors and subjects and get him a book he would enjoy reading.
If he likes fishing, get him a new fishing rod if necessary.
A bingo ticket.
Sign him up for croquette, if he is sporty.
A gift card to his best coffee shop.

Same stuff you would get for anyone else as a secret santa. Seventy doesn't automatically make you ready for a new battery for your hearing aid. If you know knothing whatsoever about his likes and dislikes, then you go the soap or cookie deal, if you know him you get him something in his field of interests. The only thing I would look out for is chewy caramels and candy coated apples. Most people of a certain age have dental work that won't handle that.
People are only looking for a pleasant surprise, not the gift of the century, so don't feel too much pressure to find something 'original'.

A gift certificate to a local steakhouse or family style restaurant. After "New Year's", a good meal is always a great deal. And it's free for him. He'll thank you.

see what his interests are first and then get him a present from the time period when he was young. it'll bring back some happy memories from his childhood and everytime he looks at it he'll think of the nice woman who gave it to him...
