It means that when someone does something bad to another person, then eventually that same bad thing will happen to him.
A lot of people will say it when someone does something bad to them -- indicating that they will take revenge.

Complete an entire cycle; return to the original position or condition. For example, After a whole year of debate we have come full circle on this issue. Shakespeare may have originated this expression in King Lear (5:3): "The wheel is come full circle." A 20th-century idiom with a similar meaning is what goes around comes around, as in I knew if I helped her now, she would help me later--what goes around comes around.

Some cultures think of time and life in general as cyclical. Meaning that either the bad things or the good things that you do cycle through other people's lives, become amplified, and eventually roll back to you.
Its an admonition to be nice to people because the consequences of not being nice may "boomerang" on you in an unexpected way.
Similar to the idea of "Karma"

When people say,"what goes around comes around" , it means that people learn to behave well, because if they do bad things to others, one day those bad things will happen to them.

Plainly put, whatever you do to others will eventually be done to you. It is the same principle as the Golden Rule and the Threefold Law. Or the computer jargon, "Garbage in, garbage out."

Your actions are returned to you tenfold.
So when you are mean & cruel to someone, your life is adversely affected at some later point in a negative way.
When you are kind and compassionate WITHOUT the expection of reward, your life is positively affected at some later point.

Similar to the Golden Rule: "Treat others as you want to be treated"
"Or do unto others as you would have them do onto you."
or in a more complete sense, Karma.
If you are good, good things will flower in your world.
If you are bad, you world will spoil.
You actions directly effect your future in the long run.
