Can this be placed as an objective on my CV? If not please suggest something good.

Seeking a position in HR with responsibilities and with an opportunity for advancement in a fast paced environment where hard work and attention to detail are appreciated .

Whether or not to have an objective on a resume or cv (curriculum vitae) is a personal choice, but my professional advice is NOT to have one if it's going to be so general like yours.

After all, who doesn't want a job with the opportunity for advancement and where they'll be appreciated. It's a given!

But an objective such as "Seeking a part-time position in Data Entry" tells a potential employer that (1) you don't want full-time and (2) you want to work in Data Entry.

Problem here is this. Let's say that you put that data entry objective on your resume, and I as the employer, have a customer service position. What you're telling me is that you DON'T want anything other than data entry so I won't consider you for it. But it might be an ideal job for you!

Bottom-line is this. If you are open to any HR position that you feel might be right for you, then I would leave an objective off. But if there's a specific area of HR, like benefits for example, that you want to work in, then put it on there.

With the objective you've listed, it sounds like you're open to anything and everything, so my advice is to leave it off. If you get called in for a job that doesn't interest you at all, you can simply pass on it. But at least, they'll contact you, and that's what you ulimately want!
