i compleated my masters in computer application MCA in india with 65% and now willing to do MS(computers) in us and is it necessary to write tofel/gre , are there any universities offering admission with out tofel/gre

This depends on the university. You need to contact the university or visit its website and gather their graduate admission requirements. Some programs do not require GRE scores, others will only require them if you don't have a high GPA score, so this really depends on the university. TOEFL scores are required from non-native speakers; however, most universities will waive this requirement if you hold a bachelor's degree from a US university or from a country where English is the primary language. So, contact the university of your choice and gather these requirements.

You definitely need to take the TOEFL/GRE examination because it is a prerequisite especially if it is your second language and if you are from a foreign country and you want to study here in the USA. But I am only basing this on my aunt's experience. You can try to look up colleges that do not have TOEFL as a requirement using www.collegeboard.com
But I'm pretty sure that virtually every college needs for you to have taken the TOEFL/GRE exam.

Most Universities in the US do not count GRE towards your test score for admission.University of Texas for instance,require GMAT but not GRE.Check from the website of the school you want apply to.find out from the international students link.
