Aftershave usually has quite a bit of alcohol in it. Aftershave balm has moisturizer in it so it's not so drying on the skin. It's a bit like a lightweight lotion.

An aftershave balm will reduce redness, stinging and razor burn. ... Oil-free aftershave balm to calm and soothe the skin after shaving. Quite expensive
An aftershave lotion will also do the above but its in a alchohol base which evaporates instantly on applying. Quite economical and this is conventional.
