Sizes vary depending on where the item is made -- clothes made in Asian countries tend to run a bit smaller than those made in the U.S.
It sounds like you're probably a size 7 or medium if the item is made in the U.S. and a size 9 or large if it's made elsewhere.

Always best to try on clothes seeing different styles fit differently. That is about my daughters size. She wears a small top and bottoms are usually a 5/6.

This is a tough question. Each style and brand of clothes fit people differently therefore sizes vary. Why not just try on different sizes when picking out clothes to find the best fit?
