I have a friend who lives in San Diego, CA. He rented a repo modular home from an agency, when he moved in he noticed it didn't have any hot water, He's been there for 2 weeks now. He doesn't think they will be able to get hot running water to where he is located? What are his rights as a renter?

If he has water and electricity he can get hot water that doesn't come from the water company (trying hard not to laugh here)

Have your 'friend' call the agency that rented him the home. They deal with maintence issues all the time, this is probably just an oversight. They will install a water heater otherwise you can take them to court. Installing a hot water heater is not hard to do at all. It's not a major fix and they are required to provide this. It is not easier to MOVE... If you alert them to the problem and it's not fixed call the San Deigo Housing Commision and speak to them. http://www.sdhc.org/index.html


The bigger question is why you and your 'friend' thought that hot water was based on where you 'live' like a utility or something.
My kids know about hot water heaters LOL

He should call the landlord and report the lack of hot water. The landlord is legally obligated to make repairs. He should follow up with written notice.

If they fail to make the repairs in a reasonable time (a day or two at best for health and sanitary issues such as lack of hot water) he generally can repair and deduct under CA landlord-tenant law.

If he signed a lease he can certainly get out of it. You can also check with an real estate attorney to see if he can get the landlord to get him some hot water. It would probably be easier to just move.

where is he living that he can't get hot water? if he has water, he can have hot water. all he needs it a hot water heater in the home. all homes have one, thats how you get hot water!! if the landlord won't do it, he can go to court and win with no problems.

Have your friend review his leasing contact that he sign with the agency and look for any clauses regarding repairs and things included with the home...he might have a chance to get out of the lease....or advise him to seek legal advice or call your local tv news station- they sometimes offer free legal advice.
