This is a good argument for the legalisation of all drugs. I'm not a drug user myself, but it seems logical to me, that if you want to control anything, it's easier if it's legal and out in the open.
If heroin, for example, was legal, then these girls wouldn't have to sell themselves to feed their habit, as if it was legal, it would be far cheaper than it is now, and you wouldn't have to mix with the low lifes that sell this stuff and get dragged into the seedy world of prostitution and drug dealers.
If drugs were legalised it would take a huge amount of money away from organised crime, it would take away the hold pimps have over many of these girls, and it would deprive terrorists of much of their funding. (Except those that are still funded by the USA)
As a direct answer to your question, the police should give the working girls somewhere safe where they can go, and maybe not give out heroin, but one of the substitutes like methadone.
The one girl who is still out there to feed her £300 a week habit has obviously sank so low, that her life is now meaningless.
The police should tag her with some sort of homing device. If she's so bent on self destruction, at least she might be able to help catch this creature!

No, that is a ludicrous thing to say that the police should give them heroin to keep them off the streets. Where would it ever end after that? The government and police should be doing more to help these addicts get off the drugs as there is simply not enough support or help out there for these people. You will never ever eradicate drugs as some people want to be helped and others don't. Simple as that.

Heroin should be made legal to registered users in order to end the addiction of this drug over 5 -10 years.
It would also cut drug related crime by huge amounts, stop street prostitution, over doses and heroin dealers and smugglers.
Unfortunatley because this would take up to 10 years then no political party would endorse it as it isn't a vote winner.

There is a moral difficulty in that is it fair to give someone a chemical that has adverse effects on their physical and mental health and prevents them for fullfilling their potential as a human being in order to stop them harming themselves or exposing themselves to harm?
If we take the answer to the above as being yes then it is obvious that the police should not be in charge of supplying the drugs but this should be done by qualified medical personnel in coordination with appropriate drug workers.
Also it would still be the police's responsibility to ensure the safety of any prostitutes who refused any drugs supplied by the authorities.
Of course it would in fringe the prostitutes human rights if you tried to treat them without their consent by attempting to wean them off heroin.
However all of the above can be circumvented by the view that it is the person's responsibility to look after themselves as much as possible and to co-operate with the police. Thus if they choose to go out at night whn advised not to then they are entitled to no special measures over and above that which we be given to you or I. In this case you take heroin addiction as a life choice rather than a disease so the individual is responsible for it and any out comes rather than the police or society.

I understand your theory, but I think too many of the girls would be paranoid about going to the police for the drugs. Honestly I think the only thing they can do is step up patrols and arrest the prostitutes that are on the streets and force them into rehab. It is really a sad situation.

That shows you how desperate a heroin addict must be, to actually risk their life. Yes give them the drugs and keep them safe and then help them get off it. Id rather my tax money went on that than blowing someones **** off in Iraq.

I read today that there is one girl who still refuses to stop soliciting herself to feed her habit. She said where she was and everything. So why don't the police arrest her and put her in rehab? It seems the obvious answer here. If solicitation is illegal, they should be using that power to rescue the girls right now. Otherwise they really need to legalise it so that they can work in safe conditions.

Yes, they should.
Herion is so physically adictive and the body's reaction to suddenly stopping is so severe it's almost impossible for the girl to stay inside.
Addiction is a disease and the people need help the get better. She should be given drugs for now, but helped to reduce usage and plan recovery.

No they shouldn't be given heroin i think that they should be kept off the streets at night maybe given a curfew and given rehabillitation but that would cost a lot in tax payers money
