You can pick up a basic designer's book at Barnes & Noble or Borders like The Fashion Designer's Survival Guide by Mary Gehlhar & Zac Posen...it's a great book. After that, hit a local fabric shop stock up on fun fabrics and patterns then sit down with everything and a sewing machine. It's a lot of trial and error to start but soon enough you'll be dishing up funky finds that anybody would love to own. If you already know sewing basics it's much easier but if not, I'd suggest you pick up a book on that, as well. And don't forget, sometimes all you need to be a fashion designer is your own particular quirk and some great accessories to bring an outfit together. Have fun and explore different avenues!
If you're looking to do this as a career, this is still a great start, but you're really going to need to get into school to learn the business & marketing side of things, as well as which stitch goes with which fabric and how different materails work (or don't!) together. FIT is an amazing school but you can also find affordable schools if you don't want to be up to your nose in loans!

Try a Borders book store or pretty much any book store with a wide range selection of differen topics. Also just put in your search bar on the computer fashion desing ideas and you may not have to leave your seat to get good ideas.

Fashion Designer is the person who makes new sketches for brand spanking new garments, Merchandiser is the person who has the store or offers in fashion designer garments, FAshion coordinatior is the person who brings they all in combination fora n occasion.
