Quite simply, the catnip is legal, the marijuana is not (if you are in the US)
Many attempts have been made to hybrid-ize marijuana with many things in attempt to make it legal. No successful projects have yet occurred.

Its legal to grow catnip on its own. But not marijuana. Think of the poor kitty cats, who would be "floating on cloud!" (laugh)
Get it: cats have 9 lives!

Um no. It's not legal to grow marijuana! Also it's probably not great for the cats ,either.

Hmm, the question ought to be more like "is it illegal to grow marijuana in your catnip garden?"
The answer would be a resounding "YES!"

If you live in Columbia, you might get in trouble for that, contaminating a major export, or something like that.
