I think a guy in Chinos, with a nice shirt hanging over looks really cute! Wear a belt as well though. It just seems to finish off the outfit. It is so old fashioned to tuck in a shirt nowadays. Even with jeans, a shirt should hang out. However, if you wear a T-shirt with your jeans, tuck it in and wear a belt. (Make sure it's a body fitting T tho. no matter what your build - baggy T's don't look as nice)

I've read a lot about this in various magazines like Details and GQ. Nowadays, they say you should tuck IN when wearing button down sport shirts or dress shirts, at all times. Basically, if the shirt has extra buttons sewn in at the bottom, you should tuck in. Think about it--- if the shirt was MEANT to hang out, why would they put the buttons there?
The trend now is neat and tidy, not the sloppy "grunge" fad of the 90s. HOWEVER, it is still personal preference. I am 29 so I am getting away from the styles of high school and college age dudes, and prefer to be neat and tidy. But its up to you.
BTW, polo shirts are completely optional. However, if they are cut long (like Ralph Lauren polos) the should be tucked in.
Either way, buy a shirt that fits. For dress and sport shirts that are sized (e.g., 16/34, etc) have yourself fitted properly.

The modern style of dress would be inappropriate then. It's not considered inappropriate by most now. It's just fashion. Why did people wear baggy shirts rather than tight shirts and tight pants rather than loose pants in the 80s? Why the big 80s hair? Why did the hippies in the 60s dress casually, to say the least? Why the tie-dye? It's just what's popular, that's all there is to it. There's also the matter of convenience. Society is much more fast paced now than it was then. There's much, much more self expression now than there was then, too. People dressed pretty much the same in the 50s and would be shunned if they didn't. Now it's different; people who follow a certain style do dress similarly, but at least there are different styles and trends. Besides, people were disgustingly racist in the 50s and that was "right" back then, just as dressing fancily was. It doesn't mean it's not now.

Tucked in if you have a six pack, or are tall, it will make you appear a little shorter.
Hanging out if you have a beer belly and if you are short it will give the illusion of being taller.

It's all a matter of personal preference and where you are going.
Out, without belt, looks more laid back. Better for hanging out on weekends.
In, with belt, looks nicer. Better for going out to a casual restaurant.

Definitely out if it's casual. Or do that half-in half-out thing where the back and the side are tucked in, and then you kinda pull out one side.
I don't know if that makes sense, but it looks cool.
