There's an electrical fault in your room and possibly in your house that is cauing this. I don't recommend you do any electrical work yourself. Have an electritian take a look at it.

Are they flourescent lights? Do all of them work?
Try this: plug a simple incandescent lamp into the outlet where your computer is plugged and turn it on. Turn on the lightswitch that makes your computer restart. If you see the lamp bulb go dim for a second, you have a problem with one of your flourescent lights. You probably have to replace the whole fixture.
If you don't have flourescent lights, do the test anyway because something else is causing a momentory power drop (like an electric motor/fan).

even however I accept as true with Ryan, flow the computing device to a different outlet/surge protector (in yet another room). If it nonetheless does not artwork, possibilities are high that that's in basic terms the PSU (HP has a tendency to apply underrated PSU's of their desktops (no longer rated for prolonged max overall performance/video games). If that's not decrease than any guarantee, you will get a extra suitable PSU which will artwork and stay on the ordinary power-spikes/dips that all of us adventure from time-to-time.

Sounds like you could be getting some kind of a power surge or "shock" from the wiring. You need to get a GOOD power surge protector (not a $10 one from Walmart) to protect the machine. If it is getting seruges it could damage the power supply, processor, system board, etc.
I would also try a different outlet. Then get the wiring checked by an expert. Something like that could cause a fire and burn down the entire house.

Sounds to me like the light switch also controls the plug that you have the computer plugged into. It is very common.
Try switching plugs and see if that helps.
If not, then it is time to call an electrician.. there could be a short somewhere.

If your computer is not working properly while you are working on it, it could be a problem with device drivers, hardware or software.
