You can't unless you have access to the network, have the security clearance, the right equipment, etc. Basically such capabilities are not usually open to the general public.
If you'd like to know your friends position you might have to use social engineering. Call him and try to get this information out of him by talking about his location, but not directly and using these clues to guess where he may be.

Yes there's a way out but u need help of ur local police and the Mobile Service provider as initially they need FIR to get started with that work as it's all based on the cellular Network
To make it more easy the mobile network area is divided into cell and every cell gets signal from the nearest tower
this is how one could figure out the exactly the region from where the reception and transmission of the signal is happening ans so reaching the source
