I don't believe there is any service that offers PC to Phone for free, except maybe for a short time promotional offer.

If you can get the other party to use their PC as a phone, you can use many different ways to talk to them for free. Skype and Yahoo Messenger being just the first two that come to mind.

Don't know if there's a way to do it free; but skype has the cheapest fares;)
