Well one right down the street from Buckingham palace is called Jolly St Ermins . You could walk down the street to go to Buckingham and take another street to go to the Parliment. Very nice Victorian looking. Taxis and busses stop there. They have excellent food there as well. The hotel is located on Caxon Street in London. You get a full breakfast free every morning as well.

Value for money (for a 4* hotel): any of the Thistle Inns
Thistle Inn Victoria is a good location for tourism.
This website has been good to me for discounts:
www.hoteldoorman.com
A 4* in London is only a 3* in America, so keep that in mind. A 2* or less is really just a rotten bed in a crappy converted old mansion house. London is very expensive.

Millenium is top.
Top location for the price quoted.
Top Acommodation if you are on hollydays.
Good on service as well.
It's not the best but is close to lots of things.
You can walk to Harrods, Buckingham Palace, V&A, British Museum,Thames, Cinemas, you got Buses, underground station, everything you need is just around the hotel. I would stay there!

Depends on your budget, and what you want to be near.
I recommend the following:
+ Crowne Plaza London - The City
+ Copthorne Tara - Kensington
+ Holiday Inn Express Wandsworth/Battersea
You should look to pay less than GBP 150 per night
