Is there a nation wide service that has tutors so I know they're reputable? I have a Dell computer so I don't know if that limits me because like Best Buy won't touch Dells.

I don't blame Best Buy as my company will not touch Dells either.

It depends on what you are looking for in training. Community colleges teach basic computer skills classes and are one of the most cost effective ways to go about it. I am not offering to help you because I have no idea where you are, but as an example, my company offers computer training. Its done as a one on one or small groups for $80 per hour. You'll learn the most with that type of training but it isn't cheap. There are a lot of professional training companies around the country that do it the same way.

A nationwide service would be a franchise - I'm not sure I'd bother looking for it when there are so many other local options

Look for the local computer users club. There may even be a Dell computer users group. (NOTE: such groups are NOT part of Dell, they are people who LIKE Dell computers like a car club.)

Ask your church leader if one of the young people are good at it.
Ask your friends or their kids if you are older.
Ask the teacher or principle at the local school or library.

How much to pay them? If they like you, they may do it to get a new friend. It varies, just talk it over with them. I did it for gas and fast food money, I know some guys get over $20.00 an hour.

Exactly what are you trying to learn? IF it is a specific computer program, there are CDs and DVDs such as Video Professor.
Check the local library for video tapes, CDs or DVDs
