When I was 16, I used the allowance money I got and made a card from the Hallmark store in the mall, outlined everything about her that I loved with some humerous notes in it. Or you can download a greeting card ceator off the internet and make one from your own computer.
Parents do not expect to get anything from their children. They've given so much so far for nothing in return. A card, a SPECIAL card would bring a tear to her eye.

You could buy a nice picture frame for less than $5 and put a picture of yourself in it...or write her a poem telling her how you feel about her. You don't have to spend alot of money, that's not the point. Make your present come from your heart and she will love it, no matter what it is.

~Buy a scrapbook (about $5 at craft stores) and paste in alot of pictures of you, her, and the rest of the family. Decorate the pages according to the type of pictures you have on it.
~Buy a cheap wooden frame (again, $5 at craft stores) and paint it her favorite color. Put ribbon, stickers, lace anything pretty on it. Then get a picture of the two of you.

theres a lot of ways, just think what she would want from you thats not materialistic

One year I when I was about the same age I had the same problem. I made my a coupon book for free chores. i.e doing the dishes, cleaning, cooking dinner

Anything you get will mean allot to her she will love it i know because i have children and when they did not have a lot of money it did not matter i loved it any way.
