Franklin D. Roosevelt. His list of accomplishments is really outstanding, even if you limit it to two of his terms. Like all Presidents, the ideas were not all his (by a longshot) - but he administrated over the passage of a great deal of visionary, controversial, and landmark legislation and social programs.
