Many ways. The constant flickering, which adults don't even see, causes abnormal brain waves in very young children. Babies should never be where they can see a TV screen.

For older children, the harmful effects are varied. As noted by a previous answerer, it encourages children to be passive instead of actively exploring their world and learning by interacting with other children. It also encourages them to think that having "things" is important to their happiness - that's the message of every commercial they see. It gives them unrealistic pictures of what normal family life and standards of living should be.

Even the best children's TV programs, with the exception of the late, great Mr. Rogers, encourage very short attention spans. Sesame Street bounces from one loud, glitzy subject to another, with no time given to really think about what has been shown. Kids need time to mull things over and understand them - TV encourages them to drop things as soon as the first novelty has worn off.

The nature of what is sold in commercials aimed at kids is also bad. Lots of ads for sugary, fatty foods and toys that cost a lot but do not engage the imagination or require any creativity. So the spoon-feeding of life as a passive consumer is hyped from all directions.

Turn off the tube and send them out to play!

The biggest way that I think watching television is harmful to children is that it robs them of time spent actively learning how to interact with other human beings in real life. Children become like zombies "watching" rather than "doing". Kids need to get outside and play with other kids rather than sitting on their butts watching television.
